NIN—SIM INTEGRATION; What foreigners in Nigeria should know

 

So, the steps are simple: go to any NIMC enrolment centre nearest to you with your residence permit and obtain your NIN, (make sure you adhere to the established covid-19 regulations) and link your NIN with your SIMs.



The Nigerian Communication Commission (NCC)  on December 15, directed network providers in Nigeria to require all their subscribers to present valid National Identification Number (NIN) to update SIM registration records.

The time-limit which ought to end on December 30th, 2020 has been extended to January 19th 2021, for subscribers who already have their NIN and 19th February 2021 has been set as the deadline for subscribers without NIN. After the deadline, all SIMs without NIN are to be blocked from the networks.


Through the help of operators who launched intelligent portals and USDD codes for the NIN-SIM link, the entire process has become more apparent for Nigerians who have their NIN at hand. Others who are yet to enrol for NIN have at least six weeks to get it and further link it with all their phone lines.

THE IMPORTANCE OF NIN-SIM link

You may be wondering why the federal government is doing this at this arduous time when Nigerians are still battling with the morose forces of the dreaded coronavirus and even more severe economic issues.

well, according to President Muhammadu Buhari's Senior Special Assistant on New Media, Bashir Ahmad, the resolution is being made for security purposes.

"This will definitely help to curtail and checkmate the lingering security challenges in some parts of the country,” Ahmad said.


What the government want is to check or lessen the acts of fraud, terrorism and banditry in the country. If this is well accomplished, the cybercriminals, terrorists and bandits would be stranded as they will be forced to link their phone lines to the NIN or lose their numbers forever.

THE FATE OF FOREIGNERS


On the side of foreigners in Nigeria, the law authorises the National Identity Management Commission (NIMC) to enrol foreign nationals who are legal residents in Nigeria. However, the NIN does not confer citizenship on foreigners.

According to the NIMC, an identification code which shows the country you hail from will be stamped on the card.

Legal residents are those who have been issued a residence permit by the Nigeria Immigration Service upon their arrival in Nigeria. There are, however, standards or eligibility principles which must be sufficed by foreigners in order to obtain a residence permit in Nigeria.


Foreigners who are yet to have residence permits should make move to obtain one as they may be held as unlawful residents which will deny them of having a Nigerian National Identification Number.

On the other hand, I conversed lately with a Jordanian who acquainted me that a senior director of the National Identification Management Commission had told him to ignore the integration as the changes do not affect foreigners in Nigeria since their SIM registration was done with their countries' valid ID. Since this has not been made official, I will still charge foreigners to disregard it.

ECOWAS Residence Card

Eligibility

ECOWAS Citizens (Resident in Nigeria)

Requirements

  1. Application letter for ECOWAS Residence Card by Individual/Employer/ Embassy/ High Commission/ Diaspora Union accepting Immigration Responsibilities.
  2. ECOWAS Travel Certificate or National Passport valid for not less than 6 months
  3. Photocopy of Bio-data page of ECOWAS Travel Certificate or National Passport
  4. Two (2) copies of applicant’s recent passport photograph
  5. Evidence of e-payment i.e. printed payment confirmation page
  6. Duly completed and signed application form

For Employees (the following are required in addition to i-vi above)

  1. Letter of offer of employment
  2. Letter of acceptance of offer of employment
  3. Applicant’s credentials / CV where applicable.
  4. Evidence of registration with professional bodies (where applicable)

How to Apply

  1. Complete ECOWAS Residence Card application form online here, make payment online and obtain Application ID and Reference Number.
  2. Submit completed ECOWAS Residence Card application form with other requirements at immigration office chosen during online application.

Timeline

48 hrs after receipt of application

Expatriate Residence Permit

  7. Expatriate Staff of International Non Governmental Organisations (INGOs) and their dependants
  8. Government Officials (GOs) and their dependants
  9. Expatriates employed by companies operating in Free Trade Zones (FTZ) and their dependants

Requirements

  1. Letter of Application for Regularization of Stay and acceptance of Immigration Responsibilities by the employer / School / Embassies / High Commission / International Organizations / INGOs / NGOs / MDAs (for Government officials)
  2. Passport bio-data page of the expatriate
  3. Copy of the STR visa page and arrival endorsement page
  4. Form IMM 22 (Visa Application Form)
  5. 2 recent passport photographs
  6. Expatriate’s valid National Passport
  7. Evidence of purchase of CERPAC Form (Bank teller)

In addition to the general requirements above, the following shall be applicable to each category of applicants:

a. Expatriate employees of Companies and their       dependants

  • Vetted Academic Credentials / Qualifications
  • Curriculum Vitae
  • Copy of valid Quota Approval
  • Certificate of Incorporation

  • Evidence of registration with relevant Professional Bodies (where applicable)
  • Business Permit of the company

b. Expatriate Technical Officials of Missions

  • Evidence of payment of school fees

d. Missionaries / Clerics and their dependants

f. Expatriates employed by companies operating in Free Trade Zones (FTZ) and their dependants

Fresh applications shall be submitted to the Office of the Comptroller General, Nigeria Immigration Service Headquarters Abuja or to the Office of the Comptroller of Immigration Service at the State Commands where the expatriate is resident accepting full Immigration Responsibilities

Fees

  • $2,000 per annum (Naira equivalent) for all categories of expatriates
  • $400 per annum (Naira equivalent) for students and Missionaries

Government Officials (GOs)

ii.        Copy of Special Immigrant Status approval letter by the Minister of Interior

iii.      Husband’s consent letter requesting for Special Immigrant Status / letter of consent from Niger-wife  stating willingness to stay with husband in Nigeria

iv.      Nigerian passport bio-data page of spouse

vi.      Marriage Certificate

Expatriate changing from one Quota position to another Quota position within the same Company
